00 is not small enough
For 00 my hips are not wide enough for where the skirt hits below waistline. I’m quite petite and have wider hips in comparison to waist but I still have to alter to make it fit me! I would just suggest trying on in store especially with the skirts!I love the skirt in general so I’m going to hem the waistline anyways tho :))

cute but size up
im 5’4 and 135 lbs. I’m usually a size 6 but the skirt ended fitting high waisted so I ended up with an 8 for a mid rise fit. I recommend sizing up if you have fuller hips.

LOVE
I'm 5'1 and 116 lbs with a fuller bottom half. I tried on both size 2 and 4. Though both sizes fit, I landed on size 2. It fits a little shorter but isn't too risque primarily because of the quality of the material and waist band detailing, which I love. The 2 sat directly at my navel and lands right under my rear cheeks without exposing aforementioned in true 90s micro mini fashion. The 4 came a few inches under my navel (which I haven't been able to digest just yet for my own body) and hung a few inches below the bottom of my rear cheeks.
